Summary:
CEP-ATAE is the Experimental  Production research Center, Architecture and Appropriate Technology for Emergency Center from the Architecture Faculty of the University of Buenos Aires Argentina.



It derives from the architect Carlos Levinton program founded in 1986 under the authority of the University. A model program generating favorable conditions in vulnerable populations to set up local development based on cooperative self-management mechanisms,social, environmental-working innovation and prevention of risk and natural disaster. They must provide a verified solution package for the Millennium Development Goals in 2015.



It shows an Innovative character in different areas (disasters, reassembly of the community, sustainable planning,habitat and sustainable development).

The practice is developed through training sessions from the administration of the University to formative networks in schools and social organizations. By the training of Young leaders who are prepared for the change, the future is possible.



The CEP centre generates productive means that can solve emergencies through installing means of production in the hands of cooperative entities, where the social sectors are involved, thus achieving social inclusion and the production of Healthy Habitat in terms of the Pan American Health Organization, United Nations, OPS: an architecture that produces cities, citizenship, articulating schools,community, businesses, college students, and the state. The technology put into the hands of the vulnerable population isa tool for local development and inclusion in a world where knowledge is a factor of democratization and competitiveness.



The future is a construction.

It is a model of local development and repairing of ecosystems through the inclusion and participation of marginalized groups that are incorporated through what I call the CEP: SOCIAL FACTORIES, a practice that has 25 years of experience working in various regions and proposed that spreading and expanding production and technological innovation as a model to implement conditions for local development and repair ecosystems. Following Paolo Freire’s teachings youcan achieve "technological literacy" as a strategy for social inclusion, the installation and means of production in cooperative hands.Giving means of production in the hands of cooperatives allows a continuous connection to the university system and the CEP, diversifying technologies,tackle the growing complexities of the changing world and preparing collective sectors in adaptation  mechanisms and resilience in response to barriers and attacks caused by climate change, due to some disintegration caused by globalization and the consequences of neo liberalism marginalization. This set of practices can produce new knowledge in action clusters. The development model is based on the Social Economy and SELF MANAGMENT and aims to fulfill the role of youth in leadership for change.

SELF MANAGEMENT - INCLUSION - SOCIAL ECONOMY POPULARIZATION TECHNOLOGY -ALTERNATIVE MARKET MODELS REPAIR OF ECOSYSTEMS- LONG TERM PROGRAMS
Key Dates:● In 1986, the Province of Buenos Aires was flooded. The first “Fábrica Social Escuela”, and connections with people from flooded areas were created in the Faculty of Architecture of Buenos Aires. Factories in Mar del Plata, Pehuajo, General Villegas and Lauquen, fabrication of components with people affected by disasters, self-management, local development.An industrial job could be generated in one month course of 2000 “ per employment ● 1998 Coastal flood. “ The Charity program of reconstruction with hope”. Building 5,000 homes in 7 flooded provinces. Transferring and Implementing social enterprises in Argentina, requested by the city government to the architect Levinton, using the experience from Italy (Parma and Trieste). It creates means of production and jobs for the outsource of Garcia Tobar Psychiatric Hospital. Obtaining the “Premio Fondo para las Américas” from the US government for the Eco-house. The museum trains cardboard collectors and supports their organizational development. Being the Ark CEP awarded by the Legislature of the City. ● 2003. Narrative:
Situation Before the Initiative Began:
The project is based on the intervention in vulnerable areas of the society by developing a model of local self-management. The model supporting the development of complex contexts includes several “components” such as Eco labs of young people, Social Industries, raw materials banks, “eco centres”, ecotechnologies.-Regions may be affected by pollution, environmental illness, natural or economic disasters. These cases are areas of very low-income and with lack of healthy house, without proper waste treatment generating contaminated water, which sometimes remain open casted until final disposal. The CEP center of the university acts toward the target community through networks of schools that are prepared and trained as centers where young people call their families to intervene: the CEP provides ECOLABS for young people, which are the basis of their organization and of a network platform that connects them to the CEP center of UBA. In this way the CEP leaves installed capacity and a continuous diagnostic network that operates new challenges information to CEP and creates strategies to overcome barriers and prepare adaptive conditions from threats.
Young people from selected public schools show signs of several problems as poverty and vulnerability, adding the fragmentation in the social pattern and uncertainty about subsequent employment. Enclave schools areas suffer serious environmental, infrastructure, and habitat issues.

A significant proportion of absence from classes is due to the frequency of illnesses caused by environmental problems and houses precariousness as the pollution of the surrounding areas, identified by the Healthy Housing Network and OPS coordinated in the country by the architect Levinton: contamination of cesspit on ground water, ground pollution, also by rubbish, lack of thermal insulation, lack of hot water for hygiene, etc. Environmental problems worsen each year and under the pressures of global climate change CGC will get more complicate and generate increasing vulnerability. That affects popular habitat areas, so it should be developed to the maximum density. Mainly in the suburbs of large cities and in the suburbs which match the ecological footprint of the metropolis.
Establishment of Priorities:
The CEP in conjunction with ARCA Civil Association Center, train environmental promoters who in turn will transfer to school students. Promoters act as guides and tutors to encourage commitment and creativity in the rest of the students, guiding them to the concrete implementation of home improvements, stop littering and polluting water and public space.
Working with Youth. It uses most adequate human experience to unite young people through a project which enables to incorporate into the system the people who stay out of it, job creation based on local development.
Kits and manuals will be made to implement solutions within and outside the educational curricula in schools, as teaching aids for the application of technical solutions, learning modules in basic sciences such as biology, physics - chemistry, ecology, energy, etc. with coordination from schools, these transfer processes are evaluated regularly by the CEP Center of FADU.
It’s believed that schools incubated by the CEP will be a support to technological innovation projects concerning the solution of these problems. Innovations will be put from the roots of the communities directly.
Formulation of Objectives And Strategies:
The overall objective is to reduce the vulnerabilities within the aims of the millennium of the United Nations in the targeted communities of the program.
Include youth of each area of the project in activities and programs that allow reducing the habitat space vulnerabilities and create a local sustainable organization, including technical-organizational training to solve problems of the Millennium Goals, like pollution, water and sanitation , recycle, etc.

The specific objectives are:

● Create environmental improvements and energy savings in surrounding schools and houses.
● Install an environmental science network of eco-labs for young people supported by an InterAmerican Network of Health Housing NET and OPS
● Mobilize local institutions as municipalities, NGOs, companies, and the community itself in favor of the social project. By that, integrate new “collaborative circuits” and new micro politics local functions. So we can follow which of the action models naturally born from the bottom of the system impact and are adopted by institutions, introducing new forms of conceive the politic and the participation of youth in key subjects.

The strategy is founded on the formation of networks of environmental trainers, the constitution of Eclo clubs and eco-labs of environmental science, the participation in local recycling workshops, the improvement of public space with RSU recycled materials with the support of plastic artists.
Mobilisation of Resources:
CEP group is trained in creation, design, transfer and organize of basic communities.
It’s supported by FADU’s industrial and graphic design careers.
It also operates with the RSE base (companies social responsibility) of different Faculties includes the support from embassies, of CIM German experts, support from Dutch universities, foundations as YPF, companies as Serenisima and from 2011 Carrefour as well.
Educational Ministry’s helps allowed giving a certain sustainability and continuity to the models, with volunteering programs I, II and now III, plus the YPF prize and the support from Finland embassy.
With Ubanex (which is UBA’s extension program) support CEP projects co participate with universities and the Healthy housing network establishing centres, Architecture Faculty of La Plata, Catholic university of Salta, UTN of Santa Fe and Chubut Foundation. Helps from National Ministry of Health and its network of healthy municipalities. 
Process:
For more than 25 years the CEP, experimental centre of Architectonic production and appropriate technology to Emergency of Architecture faculty of the Buenos Aires Argentina university, as incubator of small enterprises intended to reduce regional vulnerabilities, repair ecosystems and contribute to the Millennium Goals.
Produce a complex model ranging from massive learning installing Social Fabrics producing housing parts and components , to commercialize with microfinance forms in order to approach Fair Trade, the creation of banks of social appropriation of eco materials, Eco centers that host youth programs, in which eco technologies are anticipated, in order to provide solutions to the challenges of global climate change and change in politic economy.
The various components for the local development of eco-construction and self-construction which allow set up and incubate local development and sustainable schemes, then over time incorporate a strategy to mitigate the impacts of global climate change (GCC). Thus, the CEP joins the DRM and the rectory group PIUBE. DRM: Disaster Risk Management at Virginia Tech and World Bank. It is also a benchmark for international disasters conferences in Davos and in World Bank Washington.

The various components were installed and realized, the MAPU Guernica Eco-center. The Environmental education center in Guernica province of Buenos Aires was built in 1998 with the FOC foundation, Foundation of Community Organizations and the prize of the architect Levinton of the Fund for the Americas of USA. The eco-center Museum of recycled was built in 2001 and qualified more than 30,000 primary and secondary students with their teachers, as well as preparing cardboard collectors cooperatives of capital and suburbs.
Social Industries were established from 1987 to the present. In the province of San Juan the Social Industries were established as a government program during the mandate of Avelin governor, with the Provincial Housing Institute. It also transfers the social industries model to the Volunteers of Malvinas (Faulkland) War in Chaco.
The CEP supported by Edenor Energy Company, which is the largest in the country, agrees with the architect Levinton on the design of the first eco-efficient houses in the country in Moreno during 2007 and transferred innovations from the CEP to schools and then through the parents to improve their houses. Immediately the model spreads to the schools of Moreno, to coordinate the construction issues with educational issues and train young people from the community.
The network of eco schools with its labs is still expanding in Moreno, Santa Fe, Cordoba and Lomas de Zamora. The CEP develops eco technologies to reduce carbon emissions, and the reduction of energy consumption and develops also eco efficiency in houses and schools.
Together can now transfer the dry sanitation system, patent pending of the architect Levinton and production presses of pieces of composed recycled polyethylene waste, with support from Queen's University of Canada, transferring the method to cardboard collector cooperatives. The CEP noted that it was possible to install community of knowledge in the popular sectors and set up productive enterprises among marginalized groups with a very low investment in order to create micro industries jobs. They were crisis situations -natural or social disasters.
In 1987 employment cost/investment generated by the CEP in many manufactures was around 2000 U.S. $ against U.S. $ 40,000 which was the market value. In less than 1 month they were trained in the CEP and installed in the weakest areas. The rapid qualification massive, and the generation of productive collaboration circuits in the villages, arouse the implicit knowledge, so these knowledge communities could quickly be created by bringing together marginalized groups around goals of post-disaster reconstruction or closing railway isolation or economic catastrophes like the case of 2001 with the cardboard collectors.
A knowledge community was formed in response to a disorder, to a breakdown of the classic order: in the generation of a knowledge community you start from a new alliance between social sectors, which strongly links for a period of time the weak sectors with the middle-class from the higher education system. This model is refined over the years and was recognized in 2011 with the award of social inclusion for Carrefour to the NGO Ark, which operates under the CEP eco-technologies. Thus in 2012 it may incubate cardboard collectors cooperatives in new roles, including the power of production means to transform waste into eco-products for schools and public spaces. New cooperatives modalities are created, integrating young people from universities inside the cardboard collector cooperatives offering marketing, financial, logistical capabilities to the services of cardboard collector groups. In addition it primarily aims to the goal of zero waste by reducing waste that are carried every day to be buried in Ceamce, polluting underground water, land and air.
The transformation of a vulnerable territory can only be reached by self-management processes, alliances between local classes, mobilization of the local group, and especially by collective command of technical and production means.
These were called Social industries. Initiated in 1987 could be evaluated with CONICET BID support in 1991.
Eco technologies, a rapid mass training model, bank of technology, eco-centers to expose the eco-technology to schools and universities, social industries that produce eco-technologies, this "instrument package" was tried, tested, evaluated with BID Conicet in 1991, and was the subject of transfers within regions of the country, and outward through the network of healthy housing and DRM. The model interested the World Bank where it was exhibited in 2002, at the British Housing Foundation BHSF that won the exhibition, it also interested the Sapienza University of Rome, the Imperial College in UK , the LA NY School in USA and several countries of Latin America. With the support of the Chancellery in 2007 and of the FO-AR, it is generated from the CEP bilateral agreement to strengthen the borders with Bolivia transferring the methodology in Tarija and La Paz.
The Millennium Development Goals are in a large backlog and has been in a lack of programs in Latin America for a long time. This is why this project aims to achieve 2015 goals relating to education, sanitation, housing, and environment. It has an appropriate PAHO Pan American Health Organization framework and its programs Healthy Housing, Healthy Municipality, Ecoclubes international network, healthy schools. As the CEP host and it is the national coordinator of Healthy Housing Network and Network-based DRM ( the international network of disaster Virginia Technology) can spread their innovations in both fields. Smooth relations based on agreements with Ministry of Labour, Social Action, Science and Technology, Health and Foreign office and White Helmets facilitate the activities of CEP hoop within the priorities of the national government immediately. Specifically, it provides a series of actions in the framework of the AHI of social action.

Results Achieved:
Building Healthy Housing with Habitat Resilient approach, we use the term resilience in relation to the continuous adaptation, to produce auto gestive Habitat with Social or cooperative Factories taking this approach where they make the necessary elements to generate labor and livelihoods of the same, grown the same elements that are required for construction. (Cane, rice husks, straw fields, ash from volcanoes) with this form of social banks materials). This will prevent the dependence from monopolies that own the cement, steel, plastics stuff. People create their own inputs and recover all waste. This is our approach, a concept that is linked to the promotion of local development, incorporating the citizen, generating employment and respecting the environment.

The CEP Center investigates and develops Eco technologies applied to energy savings, to provide crops and home green houses to improve the insulation of homes, schools and community-type buildings, to replace the expensive gas cylinder, obtaining hot water using the sun's energy for the hygiene of the children.
Water: development of dry and water thrifty water recycling systems, water purifiers through furnaces. Contributions to this issue and PAHO publications on the Web and book OPS.
The project proposes the inclusion in the schools of this technology package through KITS that improve the functioning of the school and can be replicated at students´homes easily.
Thus the transfer comprises not only the KITS but certain machines that allow the manufacture of solutions. The school popularizes science instruments and technology throughout games. We believe in the importance of this approach, these data and real possibilities that enable families to consider the improvement of where they live based on knowledge, awareness and a behavior change. View the growing complexity of environmental problems is proposed to generate an integrated system linking the university research system with schools of all types promoting the popularization of science and appropriate technology in large scales and territories.
Environmental problems and pollution has worsened in the last decade amazingly (Jorge Morelo). This situation will be complicated even more with increasing densification and the population explosion to the suburbs by the evolution of vulnerable developments under the Millennium Development Goals of the United Nations. This program integrates the contributions under the CEP and the OPS network to mitigate the impacts of GCC.
The practice seeks to incorporate continuous testing of alternative models of sustainable development and adaptive mechanisms against impacts and uncertainties. It is thus of extending the scientific-technical and give communities new tools to address adaptation.
The world is becoming more insecure, because every time there is more disasters, whether man's creation or alteration of the plant.
Lessons Learned:
The CEP experience generates city. Creates future practices. The green city, self-management is the big paradigm. Who is to build the huge amount of habitat for poor in next 20 years?
How to include more people and create jobs?
How will the world do to be sustainable?
How will you do to include as many people in high density schemes is being marginalized in view of that in 30 years we will have doubled the current world population?
Who prepares the physical conditions and the necessary reserves of water, food, energy and habitat? For the birth of this scale?
What are the means of production, which is the productive force, which is the organization of people unemployed?

Practice must create conditions in the community or learning that lead continually troubleshoot and adapt behaviors and adaptation to natural disasters, neoliberal economic policies, mining companies that pollute, etc.
To implement changes constantly is important to learn how to look globally and defend locally. This is not just look away but looking 20 years ahead.
CEP models fit into a paradigm shift. 1) Incorporate inclusion, 2) forms of organization of communities that are clearly defensive and resilient and 3) as the building we call "Green Urban-Habitat" ecosystems repair, every time the world hurts more.

Agents of change: CEP trains promoters and leaders of change. Everything can be changed but you have to create leaders to change reality, the future role of youth involvement. So you have to make a transfer of methods to young people in designing the future.
Learn to defend themselves and their living space.
Every opportunity to gestate this is an opportunity to recover, repair the ecosystem. Marginalized people with organized communities in the form of self-management for the reparing task of habitats and ecosystems.
There is an autogestive cooperation model of self-management, a model to repair ecosystems through adaptative strategies.
The strategy is to imagine the change and find the way that people take alternative models and practices over the place exchange model. We teach and help bringing about the changes.
Dialogue is important, that's where the vision comes. Even with the shit you can do things. "It is important to manage the political economy. Manage complex thought. Knowledge of the complexity is a way of thinking.
The changes are very complex and require every birth as a protected incubation because there are external difficulties and new barriers.
CEP Incubate is a way to make it grow under protection conditions.
People are grouped if you think the future is improved, if you think you will have the power to change things. With a pessimistic view will not meet.

Transfers:
CEP teams and have 20 years of experience in transfers to communities at risk (see outsourced the Tobar Garcia in 1998, members of vulnerable groups the Falklands War in 1998, flooded Chaco and Entre Rios, and so on.

CEP runs since 2001 a large school awareness program for elementary and high school in the city and its suburbs. To locate this center of radiation of specific programs CEP create the ECO CENTER MUSEUM of RECYCLING in Palermo.
Kids from schools were mobilized to the Eco-center in very large quantities. The rest of the country participated by sending teachers for training of trainers for example from Rosario, Entre Rios, Mendoza. Then a new phase begins to generate CEP sub sites REGIONAL eco-recycling center. Thus each node can address the problems so close to each community. This new phase of CEP began at the Municipality of Moreno in 2006 and has been expanding into new regions and schools like Neuquén, Cordoba, Santa Fe, etc.

One example is the project that just won CEP –ARCACENTRO group during 2012 with the national concourse called by company Carrefour, which bind the cardboard Cooperative of El Ceibo with a school and were related to the company for recycling and other activities, trade shows, sales of products made by the pickers, links with a school, business sponsorships for the creation of social factories.

Other schools as Efficient Eco Schools Network as part of Healthy Schools programs and PAHO's Healthy Housing.

This will form a network of healthy schools with current running in Santa Fe and Cordoba where 19 schools have a micro fund provided by the Finnish Embassy.
The incorporation into the project schedule STATION BUENOS AIRES will be relevant, since it is attached to the villas 21 - 24.
